2025 Priority Drawing

Every October, the California Department of Alcoholic Beverage Control (ABC) holds the Annual Priority Drawing—the one time each year new General liquor licenses are issued.

🍸 General licenses cover:

  • Type 47 (On-Sale General – Eating Place)

  • Type 48 (On-Sale General – Public Premises, like bars/nightclubs)

  • Type 21 (Off-Sale General – Liquor Store)

These licenses are only issued new through this drawing. Otherwise, they must be purchased on the secondary market.

💵 Cost to Apply

  • $19,315 per application (paid via Cashier’s Check or Money Order).

  • If you don’t win, you’ll receive a refund minus $100.

  • Winners have 90 days to file the full application and pay additional filing fees.

Why It Matters

  • This is the only opportunity to secure a new General license without paying volatile secondary-market prices and dealing with seller, escrow and brokers.
